Who Needs Public Access?

Are you applying for or do you already receive Income Support? Do you have special needs, require transportation, health services, home support, or supports to employment? Or are you helping others -- family members, friends, constituents or clients -- deal with the maze of Income Support policies, rules and regulations? If you answered ‘yes', then Public Access can help you understand how the income support system works. We empower consumers by giving them access to the Income Support Policy Manual -- the same manual used by decision-makers.

How Can Public Access Help Me?

In the same way that a map helps you find your way through uncharted territory, the Income Support Manual -- together with the experienced advice available at Public Access -- can help you find your way through the often-confusing world of income support programs.

Public Access will help you:

  • become better informed about Income Support and benefits;
  • understand your rights and responsibilities;
  • make informed decisions;
  • obtain reasons for decisions in printed form;
  • improve communications with government staff;

We may also assist in case reviews/appeals, and act as an advocate for improved service and policies.

What is the Income Support Policy Manual?

Its full name is the Income and Employment Support Policy & Procedure Manual, and it is compiled by the Department of Human Resources Labour and Employment to guide staff decision-making around client eligibility, financial assistance and other available services for those in need. It officially became a public document in 1996 following a lengthy campaign mounted by the Community Sector Council.

The policy manual includes information about income support eligibility criteria, basic assistance, special needs, transportation, health services, supports to employment, and the administration of income support. The manual also includes a copy of the Income Support Act, regulations, income support rates, and all the forms you'll need to apply for the various services under the Act.
